The municipality of Lima has formalized the ban on the services of windshield wipers: what does the ordinance say?

Municipality of Lima published a regulation this Wednesday that “prohibits cleaning services for windshields or other parts” of vehicles in the metropolitan area after the measure was approved by the municipal council on Friday, April 14, as an initiative against citizen insecurity.

The regulation, published in the official gazette El Peruano, prohibits the activity wiper on “high-speed tracks, highways, sewers and road junctions Metropolitan of Lima and on the local roads of Cercado de Lima.”

This municipal measure replicates another similar measure taken in the Santiago de Surco area in early April after a vehicle driver was stabbed to death by a Venezuelan national windshield wiper on the Cercado de Lima after refusing this service and making the case.

Scope of the ordinance and other municipal regulations

The measure, which, according to the law, should come into force the day after its publication, authorizes the 43 districts of the province of Lima “to regulate the necessary provisions for the adoption of this regulation on the local roads of their jurisdiction.”

“Districts of Metropolitan of Lima are authorized to carry out control measures on the metropolitan roads of their jurisdiction in agreement with the metropolitan municipality of Lima, ”the decree says.

In addition, it establishes that the operations that must be carried out to comply with the regulation will be carried out by the “Office of Civil Security, Inspection and Control of the Metropolitan Municipality of Lima”. They will be developed jointly and support may be requested from the Peruvian National Police and the State Ministry.

The competent authorities will have the right to “keep the tools and utensils used by the services windshield washer or other parts of the vehicle.

To perform these functions, the Citizens’ Security Administration and the Inspection and Control Administration are authorized to dispose of the resources that are needed before the Metropolitan Municipal Administration.

Finally, the mayor Lime authorized to issue “supplementary and/or supplementary provisions which are necessary for the proper application of the provisions of this regulation”.
