Chairman of the State Duma Committee on Information Policy RussiaAlexander Khinshtein declared his interest in justification hackers malicious “acting on behalf of the nation”.

Journalists drew attention to this, the agency reports. TASS. “We are talking, in general, about the registration of exemption from liability of those persons who act in the interests of the Russian Federation in the field of computer information both on the territory of our country and abroad.”

Plans

According to the Russian politician, it is necessary to think about legislative consolidation of the rights hackers acts in the interests of the state.

“For example, I am firmly convinced that in order to effectively fight the enemy, it is necessary to use any resources. If these centers attack us today, then Russia they should be able to respond adequately,” says Khinshtein.

At the moment, nothing is clear on this proposal, and the parliamentarian himself indicates that “they will speak when there is a clear wording.”

Russian hackers

Nearly a year after the Russian invasion of Ukraine, cyberattacks have become a modus operandi for both countries at the height of the conflict. There are such groups as Killnet, XakNet, NoName057(16), CyberArmyRussia, FRwL Team and others.

Cases like Killnet are sporadic as they pose as hacktivists and provide the Russian government with cover to carry out their attacks: 14 operations were linked to US healthcare organizations.

Currently, the creation, use and distribution of malicious software is punishable by 7 years in prison in Russia.
