People’s Action Congressman Jorge Flores Ancachi introduced bill that the citizen’s voice be volunteer in general, regional and municipal elections.
Legislative Initiative 3415/2022-CR, published on the official website of the Congress, proposes to amend Article 31 of the Political Constitution to make voting optional in the next elections.

In an explanatory note populist legislator defends his proposal by pointing out that voluntary vote it is a practice that occurs in “more than 95 countries”, which makes him feel it is a mistake to force citizenship a vote when the problem is related to factors such as “the weak image of the incumbent politician, the unreliability of political parties and the lack of serious political plans.”
“The promotion of optional voting will lead to favorable changes in the politics of our country, as it will improve the quality of voters so that they can make a decision to vote based on adequate information and distinguishing the main criteria in the search for candidates who represent,” reads the document presented by the parliamentarian from A.P.
Ankachi Flowers He also believes that he initiative help improve the quality candidates D political parties that they represent themselves in electoral processes, because this would generate greater proximity of politicians to citizens of all ages and social status.
“In this order of ideas, there is no doubt that the population does not trust the political class and is forced to go to the polls; under the threat of a fine, he expresses his disagreement through empty and invalid votes,” he sentenced.
It should be clarified that, in the opinion of the populist congressman, the bill does not generate expenditures to the national treasury and does not contradict the regulations on public spending; on the contrary, “the advantage of this is that voters save on fines.”
