The Secretary General of the Organization of American States (OAS), Luis Almagro, has requested that a special meeting of the Permanent Council be convened to review the request by the Government of Peru to apply Articles 17 and 18 of the Inter-American Democratic Charter.
Letter addressed to the Chairman of the Permanent Council OASWillem Schalkwijk, Jan Marten; Louis Almagro reported that the General Secretariat had received on 12 October the attached Presidential Note Peter’s castle and Foreign Minister César Landa demanding “the application of Articles 17 and 18 of the Inter-American Democratic Charter.

Louis Almagro confirmed that, in the opinion of the Peruvian government, the situations detailed in the aforementioned note “formed a process aimed at changing the democratic order and institutions of Peru.”
He claimed that, in accordance with the provisions of Article 18 of the Inter-American Democratic Charter, he was transferring to the Permanent Council OAS a request from the Government of Peru “to be aware of the attached document, to proceed with an analysis of the situation and to this end to order visits and other steps deemed necessary”.
“For these reasons, I take the liberty of asking for an extraordinary meeting of the Permanent Council,” he concludes. Louis Almagro.
