Parliamentarian Juan Burgos urged Constitutional Commissionchaired by an MP Hernando Guerra Garcia (People’s strength)consider his draft constitutional reform article 117 so that the President of the Republic could be accused of various crimes during his reign.
According to article 117 Constitutionthe incumbent president can only be blamed four reasons: high treason, obstruction of presidential, parliamentary, regional or municipal elections, as well as for the unauthorized dissolution of the Congress and the disruption of the activities of the National Electoral Jury (NE) and other bodies of the electoral system.
However, the Burgos initiative suggests that head of state crimes such as terrorism, violation of sexual freedom, murder of women, criminal organization, own passive bribery, wrongful passive bribery, specific active bribery, incompatible negotiations or misuse of office, trading in influence or illegal enrichment.
