Regional and municipal elections – 2022 incidents have been recorded that took more than one candidate by surprise. Applicants for various positions in four regions of the country did not appear on the ballot relevant jurisdictions.

The first case was registered in Ukayali. Regional government candidate from the Ucayali region with the Future movement, Edwin Vázquez López, went to cast his vote early in the morning in Pucallpa and found that neither his name nor the name of his political organization was on his ID. publicly condemned the demand for the cancellation of elections in the region.

What caused this situation? This candidate was expelled in August, but thanks to judicial measure, ONPE was registered and had very little time left to print its ballots, resulting in late registration. José Tello, an electoral specialist, points out that political organizations should take into account the actions of special electoral juries, and not hold ONPE responsible for not being able to vote.

“There are special electoral juries who have decided not to take precautionary measures, and the National Electoral Jury has ratified this position. And others who have done them and created this type of problem. On September 27 and 28, ONPE completed the material distribution phase. and before them it is impossible to make changes.

José Naupari, Electoral Specialist, agrees with the responsibility to meet deadlines. “If, for example, ONPE has already printed campaign materials, that preventive measure or sentence in the first instance, in respect of which immediate measures could have been taken, will become unenforceable, since these materials have already been printed,” he said.
