Special Electoral Jury of Callao announced on Tuesday that Avanza País congresswoman Patricia Chirinos violated the rules of electoral neutrality by proselytizing for two candidates from her party.
“Declare that citizen Patricia Rosa Chirinos Venegas, Congresswoman of the Republic of Peru for the period 2021-2026, has committed the offense provided for in Article 32, subsection 32.1. candidate,” the resolution of the report says.
In a video broadcast by Congressman Hamlet Echevarria, it is observed Patricia Chirinos in the “political activity” that was to be carried out on September 9, when he spoke in favor of the candidacies of Angelica Ríos for the post of mayor of Ventanilla and Cluber Allaga, Regional Government of Callao.
At this meeting, the parliamentarian said that “she went further” and introduced a bill according to which the candidate Angelica Rios, once in the post of mayor, can be re-elected. This bill was presented by Chirinos to Congress on June 1 of this year.
JI Callao came to the conclusion that, as mentioned Patricia Chirinos in a case of infringement related to invoking her status as a civil servant or civil servant to “influence the intent of third parties to vote”, is considered to be fulfilled, given that she refers to “her act of Congress to introduce a bill for the re-election of authorities.”
“This panel determines that the behavior shown by this body is part of the assumption provided for in Article 32.1.2. Provisions, namely: “Commission of actions of any nature in favor or to the detriment of a certain political organization or candidate,” the document says.
JEE Callao also orders that the decision be sent to Congress of the Republic “that he act according to his attributes.”
Exposed before the Ethics Commission
Last week, the People’s Action Court filed a complaint with the Ethics Commission against Patricia Chirinos for engaging in proselytizing for two candidates from her party.
In the document, the caucus demands that the aforementioned commission “initiate a disciplinary process” against Chirinos and deprive her of the right to hold public office for 10 years. The request is signed by pro-independence Congressman Elvis Vergar, a representative of the aforementioned parliamentary group, and Jorge Luis Flores.
Chirinos gave an interview RPP news and explained the complaint as “political revenge” because those who support the People’s Action initiative are legislators associated with “children”. However, he admitted that he was “out of his skin” with his statements at that meeting.
“I don’t think it will succeed (complaint) because it doesn’t amount to a corruption offence. I didn’t agree on anything at all, I just left my mouth and National Electoral Jury (JNE) the one who is to give this sanction. I would be willing to admit and make amends. If you look at the rule, the punishment that will affect me will be a wake-up call,” he said.
