“Ensuring strict observance of these duties at the facilities of the institution is entrusted to the Department of Prevention and Safety. Without prejudice to this, the identification of facts constituting violations of established norms will entail the division of responsibility within the framework of administrative disciplinary proceedings,” the statement says.
