Congressman Alejandro Cavero, a member of the Avanza País faction, introduced a bill this Monday establishing a civil union in Peru, an initiative aimed at providing a legal basis for the security of people of the same sex in the face of the current situation of lack of protection that breeds violence and discrimination.

“We believe that despite the colossal social, political and institutional crisis that Peru is currently experiencing, we cannot stop fighting in such important situations as protecting the rights and freedoms of minorities,” he said at a press conference.
Civil Union Project Details
The bill is intended to regulate the legal consequences Civil marriageas an organization of two people of the same or opposite sex who come together to share a life project and who choose to freely commit themselves to others for their care, mutual support, and participation in related decisions.
According to the text, they may be Civil marriage persons who have reached the age of majority, who are not married or in a de facto union, who are not debtors for alimony and who have full legal capacity to exercise their civil rights.
Eligible civilians will have the right to make medical decisions regarding the other cohabitant, may make intimate visits to penitentiaries, and may receive pensions and other benefits arising from the death of one of them.
Similarly, among other provisions, the bill provides that the relevant civil parties may determine that another credible civil party is the guardian of their minor children, provided that the minors do not have another parent or if, having one, the latter cannot take over their responsibility is taken care of properly.
In addition, the project proposes to recognize civil unions located abroad, provided that they confer the same rights and obligations recognized by Peruvian law.
