Congressional Constitutional Commission President Patricia Juarez formally submitted a request to reconsider the vote that rejected a return to bicameralism in this government. However, this will only be seen at the next legislative assembly, which will begin in August.
With 71 votes in favor, 45 against and 6 abstentions, the Congress approved the last replacement text presented by the Chairman of the Constitutional Commission, but it did not receive the necessary number of votes. Thus, the initiative will go to a referendum. However, he explained that for this reason he is trying to reconsider his decision, since this option will bring a lot of money to the state.
“The decision taken Congressso that at the next Legislative Assembly we will revisit the matter by voting in principle for a reconsideration, and if it proceeds, we will reconsider the constitutional amendment proposal and return it to the plenary for discussion, i.e. start from scratch.” explained Patricia Juarez in a programme Everything is known from RPP news.
The deputy stressed that the referendum costs too much money for the state treasury, and also pointed out that it is necessary to inform the population more about the bicameral system.
“The referendum means big expenses for the state. That’s why we decided to ask for a review, because we think a more detailed explanation is needed, Peruvians don’t know what bicameralism means, and there are also many people who are against a second review. elections, we can fulfill the pedagogical task,” he said.
The project to return to bicameralism is put to a referendum
The plenary session of the Congress approved this afternoon by a vote of 71 to 45, with 6 abstentions, a constitutional reform that restores the bicameral system in parliament.
The project required the approval of two-thirds of the legal number of congressmen (87 votes); however, it only received 71 votes, so it must be ratified in a referendum, as Congress President Maria del Carmen Alva announced.
The adoption of this law will mean changing 53 articles of the Political Constitution, resulting in the creation of a Chamber of Deputies of 130 representatives and a Chamber of Senators of 60 members.
By law, members of both houses of Congress will be elected for five-year terms through an electoral process in accordance with the law. In addition, according to organic law, the size of the Chamber of Deputies may increase as the population of the country increases.
