Plenary session Congress of the Republic Approved this Friday Draft Legislative Resolution No. 2548 proposing the approval of an agreement between the Government of Peru and the General Secretariat of the OAS to hold the fifty-second regular session of the General Assembly in Lima.

The initiative was approved by 100 votes to seven, with seven abstentions. In this regard, the head of the Legislative Maria del Carmen Alvapointed out that, according to Article 78 of the Rules of Procedure of Congress, the draft does not require a second vote.

The national representation opposed the meeting the day before for the demand to guarantee a neutral bathroom for those who attend the event.

Qualified Statement

Before the vote, congressman Ernest Bustamante (People’s Power), President of the Commission on Foreign Relations, offered to accept the agreement signed between the OAS and Peru, including the proviso that the Minister of Foreign Affairs Cesar Landa announced in the letter.

“Let’s vote at the request of the Foreign Ministry in the sense that ‘neutral toilets’ will only be used on the days of the event,” he said.

This new debate on the subject took place after the parliamentarian Susel Paredes (ungrouped) raised the issue of reconsidering the vote taken the previous day and sent the agreement to the case.

According to him, the vote should be reconsidered, as there is an important event of the OAS. His proposal received 69 votes against, 44 in favour, and 6 abstentions.

In this regard, Foreign Minister César Landa welcomed the revision, approved in the plenary session of Parliament, and indicated that it was a sign of “national unity and continuity in matters of foreign policy.”

The 52nd General Assembly of the Organization of American States will be held in person in Lima from 5 to 7 October this year after being held virtually for the past two years due to the coronavirus pandemic. COVID-19.

The General Assembly is responsible for determining the mandates, actions, policies and mechanisms that the OAS implements throughout the year. All Member States will be represented by their own delegations, usually led by the Minister for Foreign Affairs.
