Minister Cerna loses documents defending the Arbitration Spill’s statute change.

Minister of education, Rosendo Sernalost papers in an interview with RPP News held today and accused journalists of “distorting” public opinion about last Friday’s supreme decree establishing change in the board of directors of Teacher Spill.

“Don’t think that I’m naive, their questions are trying to distort in front of public opinion that we are interfering, that we are taking money, ”he said, clearly annoyed by the commission’s questions.

Similarly, the head of the Ministry of Education (Minedu) supported the executive’s decree, arguing that the intervention is aimed at “democratizing” the teacher spill, private institution education sector.

“The teaching spill belongs to the teachers and the 250,000 teachers who contribute (…) must have their say, they must be actively involved. We want that, simply, the spirit of the supreme decree is to democratizethat teachers who contribute represented in control,” he said.

In addition, he criticized the opinions of various constitutionalists who question the measures of the executive branch, pointing out that they are typical of “opinologists” who “they don’t know reality”.

“There are constitutionalists for every taste,” he said.

It is worth noting that, as soon as the interview began, the minister said that he was looking for an “adequate dialogue” on this topic.

“I believe that within the framework of communication and proper dialogue, as well as being teachers, not only the one who shouts or insults is right”, held.

“Head can modify the Arbitration Spill”

The head of education noted that the government can indeed amend the law on spilling teachers, since, as he pointed out, there is a decision of the Constitutional Court (CC) that supports them.

“During the time of the Minister of Education Carlos Malpica, (…) a supreme decree was issued to change this law (On spilling teachers), and the teachers were presented for consultation. And ‘friends’ from CEN (from Sutepa) went to TC. And the court (…) considers that the claim (…) cannot be protected starting with Article 13 itself (…) approving the Arbitration Spill statute authorizes Mineda to approve modifications this is done so that he dictates additional measures that necessary for its best performance”, he explained.

In addition, he indicated that the “request of the teachers” was to change the board of directors, since, according to him, it was “controlled by Sutep”.

“Teachers contribute 23 sols a month, multiply by 250,000. And The Arbitration Spill was controlled by Sutep.: out of 5 board members 3 militants Red Motherland from Sutep,” he said.

In this sense, he questioned the extent of Sutep’s representativeness in relation to teachers appointed at the national level.

“There are 550,000 teachers in the country. Of these, their registries were requested at the stage of collective bargaining (…) CEN Sutepa submitted registries with 60,000 entries, Fenata with 10 thousand. Thus, there is no majority group that represents teachers. How is it possible 60 thousand can represent 550 thousand teachers?”, held.

It is worth remembering that the National Workers’ Federation (Fenate) is a trade union founded by the current President of the Republic in 2017 and that it was formally adopted by the former Minister of Labour, Iber Marawi, at the beginning of the current government. As for the Fenate, Minister Cerna noted that he “represents” not them, but “the formation of the country”. He also said that the Masters decree did not mention this union.

“There we would have to discuss the issues of their integration, because It seems to me that this is not one group, but many groups (…) I can tell you in all sincerity that I see political positions from the most extreme to the most democratic (…) What you are doing is confusing,” he said.

Finally, the education minister pointed out that people who question the executive’s order to spill teachers because they have “some interest.”

“The subject of the Arbitration Outpouring is subject to the opinion of teachers, and not of opinologists, not from the staff of the Teacher Spill that their interests are affected (…) I am calm. I think what touched (…) a lot of people is that they have some interest and there is some pity in that,” he said.
