The Ombudsman’s Office expressed this Friday its concern about the constant changes in Ministry of the Interiorafter Congress condemned Dmitry Senmanche.
In a statement, the organization warned that constant changes in the ministry weaken the continuity of public policy and articulate work against citizen insecurity.
“We express concern about the constant changes in the heads of the Ministry. We remind you that six people have been appointed to this position under the current apparatus of the Government. This situation weakens the continuity of public policy and work against the insecurity of citizens, one of the main problems affecting the rights of citizens,” the text says.
Ombudsman stressed in his speech the need to elect a new Minister of Internal Affairs suitable for the position.
“We reiterate the need to appoint a new head of said sector in accordance with strict criteria of suitability, experience and meritocracy, which guarantees the performance of his functions with a human rights approach,” the institution added.
Congress condemns Dmitry Senmashe
The plenary session of the Congress of the Republic approved yesterday to censor Interior Minister Dimitri Senmache for lack of managerial ability, which would lead to the flight of former Minister of Transport and Communications Juan Silva, former Secretary of the Presidential Office, Bruno Pacheco and Fray Vasquez, President Pedro Castillo’s nephew.
The measure was approved by 78 votes to 29, with 8 abstentions. Senmashe had barely been in power for a month, but his defense before the plenary session of parliament over the escape of Juan Silva did not convince parliamentarians.
The Home Affairs sector has only fulfilled 33% of its budget.
Nicolas Zevallos, former Deputy Minister of Public Security at the Ministry of the Interior, pointed out this Friday that the sector lacks civilian leadership to deal with citizen insecurity. He pointed this out in regards to what happened to censorship Dmitry Senmashe.
“This is the responsibility of the police unit itself, but also within the command and control of the ministry. Let’s not neglect such an element as civil leadership in the sector, which sets the lines of priorities, the implementation of policies and actions, but which as a result of what I saw yesterday and what can be seen in other areas,” he said in the dialogue with RPP Notices.
In this regard, he pointed out that Senmashe’s departure poses a problem, as there are constant changes in the ministry and “serious difficulties in maintaining sustainable plans.”
