Hannibal Quiroga, the legal representative of the Attorney of the Nation, Patricia Benavidez, noted that the head of the public ministry never intervened in the investigation of the Cuellos Blancos case, replacing some members of the task force. In this sense, he emphasized that he was doing this in search of an improvement in cutting-edge work.

“There is no case. The National Council of Justice conducted an investigation because it had to, because there are a number of complaints, some anonymous, others not, that are relevant to the work of the National Prosecutor’s Office (…) There was no interference, but there were some administrative and functional changes aimed at improving the work of the prosecutor’s office.
