Opting out of occasional promotions
aviation general Jorge Luis Chaparro Pinto was appointed commander-in-chief FAP August 3, 2021, in the first weeks of the former president’s rule Pedro Castillo. It is worth noting that the Minister of Defense at that time was Walter Ayala Gonzalezwho is today the lawyer of the aforementioned former head of state.

A few days later, the former commander denounced that Bruno Pachecothe then General Secretary of the Office of the President of the Republic, contacted him to ask him to “promote General (Edgar) Bricegno”.
“And since I told him that I was not going to accept anything, the next day he sent me an adviser. At least he introduced himself as an adviser, he came to my office (…) accepting my post is to tell me the same thing. I spent half an hour of my time explaining to him that it was impossible (…), that meritocracy and the procedures set out in the promotion law would be respected,” he said. Chaparro Pinto in a newspaper interview Trade those days.
However, judging by what the then Minister of Defense said, Walter Ayala, He also made the same request, but not only for the general. Briceno but also “Colonel Carlos Castilloand “Colonel (Helber) Fork”.
After repeated refusal a few days later, he was dismissed.
“This is a desecration of an armed institution and of me. This is abuse, that’s what they did, and they caused confusion in the institution. On the 4th, my generals, my senior officers, my technicians didn’t know that. It was a huge uncertainty, no one explained why they were firing their commanding general. I think it only happens here in Peru,” he said in the aforementioned interview.
Prosecutors are currently investigating the case, and former President Castillo Torres is credited with leading an alleged criminal organization that interfered in this irregular promotion process.
For prosecution, Bruno Pacheco led the process of promotion from the Government Palace with the support of Ayala. In addition, it is indicated that meetings were held at the President’s headquarters with PPP colonels for the above-mentioned unlawful purposes.
The tax hypothesis states that correction And ayala “they would have implemented and materialized the criminal project” of the promotion of officers close to presidential castle. He also points out that, along with the ex-president, they would try to profit financially from these improper services.
