In this sense, he emphasized that the postponement of the general elections to 2023 is not related to the start of the next regular legislative assembly, but rather to the consensus that parliamentarians can reach. He also emphasized that the Board of Directors cannot “order” that this kind of opinion be voted on in a certain sense.

“Whether it is in 2023 or not, it has nothing to do with the legislature, because if they don’t want it to be in 2023, then the second legislature will not start in March either. It will depend on the spirit and will of the congressmen (…), each with his own reasons. They don’t come to a consensus because they are politicians, because they don’t agree,” he stressed.

“The board of directors cannot order them to do things this way, it depends on their bench, their parties and what each of them thinks,” he added.

“Revision freezes election progress”

Asked about the implications of the revision presented by Jorge Montoya, constitutional lawyer Alexander Rospigliosi considers that it “freezes” the issue of advancing the elections until a second plenary vote is held.

“Nothing can be discussed, because there was a second consideration (…) The veto was lifted, and the parliamentarian Montoya He submits a reconsideration and everything is frozen. The Chairman of the Constitutional Commission admitted this, everything is frozen until March, when the next legislative assembly begins, and a vote will be held on this revision,” he said.

In this sense, he explained what would be the procedure for voting on the proposal to hold early elections to the next regular legislature.
