Electoral Specialist Fernando Velesmoro, Former Secretary General ONPE and former presidential adviser JNEstressed that early elections require “a minimum of quality”, among which he singled out “multiple actors”.
“The inclusion of new political parties is expected. Some of the first four have already been announced and there are others that are on the list, but this will be reduced if new elections are called,” he said in RPP Extension News.
Velesmoro He also stressed that certain time is needed to ensure the internal electoral process of political organizations.
“Another requirement is the need to choose candidates also have democratic components, that is, representatives of political organizations can be born from the internal electoral process,” he said.
“It is important that the bodies of the electoral system can participate in the organization of the internal elections of candidates, because this ensures that a sad experience in which there was little participation and much mismanagement within political organizations”, he explained.
Congress
On the other side, Velesmoro noted that at least 66 congressmen must vote today for plenary session of the Congress so that the progress of the elections in this parliamentary period can be discussed again.
“If so, you must return to Constitutional Commission. AND Constitutional Commission must meet and give an opinion and then convey it plenary session of the Congressso that they vote before the elections and recount if they get votes,” he said.
“The president Constitutional Commission said they were in permanent session, so it would be necessary to meet today or in the coming days so that this could be discussed.”
However, he recalled that next week is the week of representation, and the next one starts on March 1st. Legislature, so it will only be February 20-28 to consider early election.
