Congressmen Luis Aragon (Popular Action) and Victor Cutipa (Peru Bicentenario), members of the Constitutional Commission, analyzed this Friday in Air Rotary and they felt that the Executive Bill, which proposes a general election in October this year, has been modified.

Look for more options

Luis Aragon He indicated that he agreed with the advancement of a general election, but proposed some “minimal fundamental” constitutional electoral reforms and other changes to the organic electoral law.

“To amend Article 117 of the Political Constitution of the State, it seems to me that a new president elected through an electoral process should not only be charged with treason, obstruction of the functions of Congress or electoral organizations for obstructing the functioning of these bodies, but also when he is convicted of the crime of corruption of officials persons, crimes against public administration, money laundering, terrorism and even violation of sexual freedom,” he said.

However, Luis Aragon He agreed that in the current situation the proposed reforms could not be approved due to lack of time. In this sense, the parliamentarian argued that he would support the draft of the executive if there was a modification in it regarding the fact that the elections are complementary. In addition, he was of the opinion that it would be important to consult the population on the question of a constituent assembly.

“You can’t elect an executive for five years and seven months because that’s outside the scope of the State Political Constitution. This implies constitutional reform. The Magna Carta is quite clear that all presidents and congressmen are elected to five-year terms. I think it’s additional choices that are necessary for this change to exist. And be careful, this does not mean re-election,” he said.

Defend the referendum

Viktor KutipaFor his part, he argued that the executive’s bill, which proposes holding a general election this October, is a “strategy” for the president. Dina Boluarte so that he remains in his regime and rejects the point of claim to Parliament.

“This project needs to be adjusted. I also share the position that they should complement each other, but we are also never going to give up our position of giving the Peruvian people the opportunity to include the creation of a constituent assembly,” he said.

The parliamentarian did not abandon the search for consensus within Constitutional Commissionbut he clarified that as a personal position, it is necessary to give the population the opportunity to give them the opportunity for a referendum.

He explained that neurological movements include tremors, dystonia (sprains), and myoclonus (hiccough-like shaking). A specialist in involuntary movements pointed out that they distinguish between a resting tremor when a person does not make any movements, and an intentional tremor when moving.
