Hernando Guerra Garcia (People’s Force), chairman of the Constitutional Commission, questioned whether the left had not abandoned “its mantra” of the Constituent Assembly as consultations to advance the elections.
Despite this, he was confident in the possibility of reflection by other benches so that an early election could be approved. “I believe there are opportunities for reflection in Popular Action, Avanza Pais, and hopefully Renewal,” he said.
“For me, the game is not over, it must be played to the end. With the political will, countries emerge from crises. But it is not the political will to dwell on one issue. If we want to consult the citizens in the Constituent Assembly, let’s go to the polls or put our signatures,” he added.
Ilyich Lopez, from Acción Popular, campaigned for early elections; but he stressed that this must be done within the legal deadlines.
“If we fix, we fix these deadlines, what will happen is that whoever loses this election will say, ‘You are an illegitimate president because the legal deadlines were not met, and this Congress is also illegitimate because the legal deadlines'”, he said.
In this regard, Acciopopulista gave no indication that his bench might ultimately support the government’s proposal for an election. “The contractor sent almost the same project. We will continue to support the institutional framework in the country so that the deadlines are met,” he said.

For this reason, he called for support for the Quito minority proposal. “Today they have a historic opportunity to defend themselves before the people. (…) We propose to consult with the population about the possibility of a Constituent Assembly. Since when will it be undemocratic to ask the public about the possibility of holding a referendum on the Constituent Assembly?
When asked about the possibility that people power supporting this proposal, Guerra Garcia flatly rejected it. “When someone claims to speak for the city, you have to be careful, because the city has many nuances. There are entrepreneurs who are tired, fed up with this imposition and this blackmail,” he said.
