Congressional President Jose Williams issued an executive order extending the current legislature until next Friday 10 February. According to the document, the reason for the extension is the discussion of agenda items, including the project to postpone the general elections to 2023.
“To amend Presidential Decree No. 001-2022-2023-P/CR to to extend the convening of the first regular legislative assembly of the annual period of sessions 2022-2023 until 10 February. 2023″ can be read in the office.
As a reminder, last Tuesday, January 24, Constitutional Commission Approved Draft Legislative Resolution 4010/2022-CR proposing to move the next legislature to start on February 15th and end on June 15th of this year. The parliamentary working group, chaired by Hernando Guerra, with 15 votes in favor and 8 against, intends to expedite the vote in the second instance on the project to advance the elections.
So far, the initiative to advance the elections has not caused a consensus in the parliamentary benches. What’s more, he managed to get just 66 votes (the minimum) to approve the debate. The project will only receive a green light if it receives 87 votes, which is in line with any constitutional reform initiative.

By-election sparks more congressional consensus
The replacement text submitted by Hernando Guerra provided in principle for the postponement of the general elections to 2023. However, according to MPs, Patricia Juarez D Carlos Anderson, the figure that would generate the most consensus is the promotion of by-elections. In other words, a new period of Congress is not opened, but elections are called to end the current period.
“The benches that require a lot of things understand that there are some things that are impossible to accomplish, at least for now. Final offer to be finalized. If the proposal of one of the political forces is accepted, then we should not be surprised by the high vote,” said Patricia Juarez in Information Center RPP.
“Consensus is already beginning to form in Congress. Yesterday there were meetings everywhere between all parliamentarians from different departments. I think we are starting to come to a consensus that we could have a first round of elections towards the end of the year, in December. But a by-election, not a five-year general election,” he commented in News Extension.
