Army Colonel (p) Juan Carlos Liendoformer head of the National Intelligence Agency (Dini), noted that the country does not face the problem of “social violence”, commenting on violent anti-government demonstrations that have killed more than 45 people since December; but “defense and national security”.
“From my point of view, what we are experiencing is a matter of national security, which should be formulated with National Security Council”, he said this morning in News extension.
“We are not facing a problem of social violence, but a problem of defense and national security, with attacks from within, capable of using violence even from foreign governments that do not know the Peruvian government,” he added.
After qualifying the loss of life in protests as “the biggest tragedy of recent years” in the country; Liendo indicated that the solution is to call a general election “as soon as possible”.
“But they should be clean and transparent, with minimal reforms of the case. As soon as it is legal, legitimate and institutional. There are constitutional deadlines, the Congress is dealing with this issue, and it cannot let the Peruvians go for a walk,” he said.
When consulted about the history of protests like tomorrow’s, the so-called “Tama de Lima”; the specialist recalled the 2017 teachers’ strike, which he led Pedro Castillowho years later would become President of the Republic.
“The immediate precedent, less massive and intense, but very similar in form, very close, is the 2017 teachers’ strike and some of the 2018 protests that took over Juliaca Airport,” he said.
Deterioration of the work of special services
Juan Carlos Liendo warned that the intelligence services were in crisis, a situation that he believed had worsened during prisoner’s rule today Pedro Castillo.
“Intelligence services are part of the Peruvian state, and we have a weak state in Peru, if not a failed one, riddled with inefficiency, incompetence and corruption,” he commented.
“Special services are not an island, not a single element of the state is an island. And what is structurally unsuccessful, weak, was strengthened in the Castillo government, which for a year and a half devoted itself to the destruction of institutions and the appointment of incompetent people to key posts in the state, ”he added.
However, Liendo acknowledged that since 2000, “the nature of the intelligence organization has been distorted in terms of conceptual comparative doctrine and how the intelligence service works in other countries.”
