Following the metallurgists, the Transport Federation came out with a call not to raise tariffs for Ukrenergo.
A sharp increase in Ukrenergo tariffs will significantly worsen the state of the transport industry in Ukraine, the relevant federation warns. The letter from the Federation of Transport Employers of Ukraine (FRTU) to the head of NEURC Konstantin Ushchapovsky says that Ukrenergo has the resources to prevent this increase.
“FRTU does not agree with the published draft and opposes the increase in the tariff for the transmission of electricity. During the war, when the logistics complex is destroyed, the ports are blocked, and the transport infrastructure needs of additional funds for restoration, any increase in the tariff for electricity transmission will lead to negative consequences, as the costs of the industry will increase by +2.3 billion hryvnia per year,” the letter said.
Also, the increase in tariffs will lead to a decrease in demand for electricity, which will lead to a decrease in the revenues of Ukrenergo, which will require a new tariff increase, the Federation notes.
According to FRTU, it is necessary to change the overestimated calculations of Ukrenergo, which will provide a reserve for maintaining the tariff at the current level.
“The main cost item that determines the growth of the dispatching tariff is the cost of purchasing auxiliary services, which will grow from UAH 16.7 billion in 2022 to UAH 66.3 billion (+ 296%). According to the rationale, this is due of an increase in the value of the replacement reserve (working on gas) from UAH 4.6 to 8.6 billion. However, such an increase cannot be explained either by the increase in gas prices or in terms of the consumption volumes that have fallen because of the war,” the FRTU stressed.
At the same time, the amount of actual costs of NPC Ukrenergo for the purchase of auxiliary services in 2021 amounted to approximately UAH 5.4 billion. – which is 40% lower than the electricity transmission tariff for 2021.
Thus, the company has saved funds that can be used to cover all additional needs “and until the end of 2022, the tariff for electricity transmission should be left at the current level of 62.13 UAH / MWh, ” according to the FRTU.
Recall that earlier, in a call not to increase the tariffs of Ukrenergo by 273%, from UAH 62 to 232/MWh, the metallurgists were called.
