The messenger was charged with violations against the duty to provide legal means of reporting illegal content, as well as against the duty to appoint a domestic commissioner.
The German Federal Office of Justice (BfJ) has imposed a fine of 5.1 million euros on the messenger Telegram for alleged violations in 2021 and 2022 of the law on improving law enforcement in social networks (NetzDG). It was reported on the department’s website on Monday, October 17.

“Telegram FZ-LLC, as the provider of the Telegram social network, is charged with violations against the duty to provide a legal means of notification, as well as against the duty to appoint a domestic commissioner,” the statement said.
NetzDG controls the process for handling complaints from social media users. In particular, it provides the need to create a mechanism for considering applications from their side and the provider is obliged to have a representative in Germany who will be authorized to receive and provide the documentation.
At the same time, it is indicated that the fines are not yet final. Telegram may turn to BfJ. But if this does not happen, the department will send the relevant files through the prosecutor’s office to the competent district court in Bonn for the court’s decision.
Earlier, the media learned about lawsuits against Google in the amount of 25 billion euros in Europe. The American corporation was accused of abusing the market of advertising technologies related to the coordination of the sale of advertising online.
