According to the decision of the NBU, banks should recommend that clients who owe money to non-residents apply to creditors with a proposal to restructure it on terms no worse than the restructuring of external debt of the Ukrainian government.
The regulator allowed the transfer of foreign currency to pay interest payments on related loans, while meeting a number of conditions. At the same time, on February 24, the borrower must not have an overdue debt under the loan agreement, the amount of transfers within a loan agreement in a calendar month must not exceed one fifth of the amount of interest payable during the period from February 24 to August 10.
In addition, funds used to purchase foreign currency and transfer currency amounts to cover the corresponding interest payments must not be raised in loans from residents, and the borrower must not have debts to tax
The Borrower must also carry out business activities after February 23, 2022, including payment of salaries to employees and other mandatory payments.
According to the NBU, the total debt on interest payments to non-residents in the period from February 24 to August 10, 2022 will not exceed $550 million, therefore the approved payment method will not create an immediate burden on international reserve.
It should be noted that the government, the National Bank, businesses and banks of Ukraine must pay 10.112 billion dollars of debt by the end of the year.
