As of September 1, subsidy which will allow the return of part of the payment of tolls to carriers.
In accordance with what has been approved by the Government, a refund of 40% of the payment Losses to freight transport having 1 to 15 trucks and inter-provincial transport having 1 to 50 buses.
The regulation on the measure now specifies that this will apply specifically to amounts paid in tolls that are under the jurisdiction of the City Transportation Authority (ATU) and will be provided within four months.
For this refund, it is stated that the total monthly amount toll rates paid by the operator.
The ATU rules also state that the grant will be made available through a computer application that will contain the following information:
- Recorded by the operator.
- Data of the Register of ground transport services for persons under the jurisdiction of the Directorate for the operation of the ATP).
- Information from the PCM Compatibility Portal regarding information from Sunat.
- Information provided by the concessionaire.
In addition, payments subsidy tolls will be paid in four monthly installments.
Payments to savings accounts or current accounts of recipients are made within five calendar days after receiving the file from the ATO Administration.
How to get a subsidy?
To qualify for this benefit, which is intended for freight carriers and commuters on regular public transport, they must meet the conditions set out in Emergency Ordinance 021-2022.
The requirements set out in the decision indicate that carriers they must have valid qualifying ranks, this also takes into account those who received the rank after August if they made their request before the decree went into effect.
Another condition is that transport services are provided using authorized vehicles in accordance with the terms of the issued permit.
Carriers will be required to issue electronic payment vouchers to provide public ground transportation services for goods and/or scheduled transportation services for people, as long as required, in accordance with regulations issued by Sunat. Those who provide transportation services at the provincial level are exempted from this condition.
Finally, carriers they must be registered with an “active” status and be in their Unified Register of Taxpayers (RUC).
In addition to this, the regulations state that if vehicles pay through the manual toll collection (CMP) system, they must record this information daily:
- A unique national motion picture of each of the previously registered vehicles.
- RUK operator.
- Number of the toll receipt issued by the person responsible for the administration of the toll station.

- Hour.
- A copy of the receipt for payment of the fee.
Entries do not include all of the information above, will be considered invalid and will not be used to provide a toll subsidy.
When carriers who pay through Electronic Toll Collection (CEP), they must register only the unique national license plate number of each registered vehicle each day.
