The introduction of an unconditional basic income in Ukraine is possible only with the financial assistance of international partners, as such an initiative costs $2 billion per month. This assessment was voiced by the presidential adviser on economic issues Oleg Ustenko commented on RBC-Ukraine.

“If we are talking about an unconditional basic income, which would be useful to introduce, for example, about 2,000 hryvnias, then this is an additional 2 billion dollars a month in the budget,” he said.
Ustenko noted that at the moment it is not worth counting on an increase in social spending and various types of indexing.
“The only way to increase social benefits is additional support from allies,” he said.
In addition, Ustenko noted that by the end of the year, the cost of providing housing to citizens who lost it during the war will increase.
“I think, for this, about $5 billion will be needed by the end of the year. Moreover, the money will be needed immediately, because it needs to be built quickly. If costs increase, there may be issues on the revenue side of the budget,” he said.
According to the Cabinet of Ministers, in March-June, 153.5 billion hryvnias were allocated from the state budget for social payments.
