The EU allowed Kazakhstan to travel coal through separate Russian ports. Thus, according to the results of the negotiations, the European side has made amendments, providing for the exclusion of transactions in some Russian ports for Kazakhstan’s coal travel from the ban.
Coal transit is allowed under three conditions:

The coal should be derived only from Kazakhstan;

The possession of the shipment cannot be the resident of the countries under the penalties;

Ports can only be used for transit, loading or removing.
Kazakhstan has traditionally exported coal to the EU through the Baltic Port of UST-Luga, but in February 2025 the sixteen package of EU penalties banned any operations with a number of Russian ports. This, in turn, threatened to export Kazakhstani.
While the EU is the main market for Kazakhstan coal. Thus, in 2022-2024, the component was up to 54% of the total export. Since the beginning of 2025, EU export volumes have refused 1.6 million tons (38.5% of the total volume).
