The EU resumed Kazakhstan’s coal travel by the Russian Federation ports

Previously, the ban had threatened a threat to Kazakhstan’s coal coal in Europe, as the Baltic port of UST-Luga was traditionally used as a major transit point.

The EU allowed Kazakhstan to travel coal through separate Russian ports. The decision was made after negotiations as part of the 18th package of penalties to maintain Kazakhstan’s access to the European market. This was reported by the Ministry of Trade and Kazakhstan’s integration, informing Liga.net.

Thus, according to the results of the negotiations, the European side has made amendments, providing for the exclusion of transactions in some Russian ports for Kazakhstan’s coal travel from the ban.

Coal transit is allowed under three conditions:

  • The coal should be derived only from Kazakhstan;

  • The possession of the shipment cannot be the resident of the countries under the penalties;

  • Ports can only be used for transit, loading or removing.

Kazakhstan has traditionally exported coal to the EU through the Baltic Port of UST-Luga, but in February 2025 the sixteen package of EU penalties banned any operations with a number of Russian ports. This, in turn, threatened to export Kazakhstani.

While the EU is the main market for Kazakhstan coal. Thus, in 2022-2024, the component was up to 54% of the total export. Since the beginning of 2025, EU export volumes have refused 1.6 million tons (38.5% of the total volume).

Earlier in Poland, they discovered a circuit for avoiding the embargo for importing coal from the Russian Federation.
