The total cost of costs in the suggested state budget changes for 2025 is 457 billion hryvnias.
Verkhovna Rada was adopted in the first reading of Bill No. 13439-3, which makes state budget amendments in the field of financial support for the security and defense sector. This was announced by the Ministry of Finance on Wednesday, July 16.
The changes provide for increased costs by 412.4 billion UAH, of which nearly 402 billion UAH is a total fund.
“The need to make changes to the state-201 budget-2025 is dictated by the need to provide forces of defense of additional weapons, ammunition, and military equipment,” the report said.
The Ministry of Defense will receive the most currency – UAH 311 billion, the Ministry of Internal – 84 billion UAH, the Ministry of Defense Gur – 4.5 billion UAH, the SBU – 1.6 billion UAH, UDO – 505 million UAH, the State Pedagogical University – 64.5 million UAH, and 10.8 billion Defense sector under a special UAH, and 10.8 billion that UAH is planned for security and defense sectors under a special UAH, and 10.8 billion that UAH is planned for security and defense sectors under a special UAH, and 10.8 billion UAH is planned for security and defense sector under a special fund.

Additional costs will be funded by increasing state budget revenues by overflowing with scheduled UAH indicators 155.5 billion, an increase in the ATVZ placing plan by 185 billion UAH and a reduction in many costs by UAH 51.5 billion.
Among the major sources of additional income are personal income tax (56 billion UAH), income tax (UAH 32 billion) and funds transferred to NBU (20.3 billion UAH).
