In Ukraine, the number of FLP clips increased by more than 50%

In January-March 2025, 56,826 new FLPs were registered, almost 20% more than the fourth quarter of 2024 (47,347). This is stated in the study of YouControl.Market, published on Tuesday, June 24.

At the same time, the number of closed FLPs increased more noticeably -from 71 975 to the fourth quarter of 2024 to 108,242 in the first quarter of 2025 (over 50%).

This difference creates a pronounced negative balance for small business in early 2025.

This leap is explained by the fact that at almost a year (from the end of 2024 to January 2025), the work of the Unified State Register of Legal Entities has been suspended, and many entrepreneurs cannot register a new business on time or stop the old one. After the register renewal at the beginning of 2025, these deferred actions were widely implemented.

In all leading industries, the number of closed FLPs in the first quarter significantly exceeds the number of new openings. The greatest negative balance is observed in trade: in only one quarter the retail sector lost about 18 thousand FLP nets (closed 32.7 thousand against 14.5 thousand newly created businesses).

“In general, even with adjusting technical failures, the trend remains such that the number of closed FLPs continues to exceed the number of new ones, which means a pure reduction in the number of small businessmen in the country. Despite the growth of discoveries in the first quarter of 2025, it is not enough to pay the mass curtailing businesses,” you said.

Remember that in Ukraine from 670 thousand in February 2022 to 1.29 million at the beginning of May 2025, the number of FLP tax debtors increased. 1.29 million entrepreneurs owe the state more than 13 billion hryvnias taxes.
