In Ukraine, from 670 thousand from February 2022 to 1.29 million at the beginning of May 2025, the number of FLP tax debtors increased. 1.29 million entrepreneurs owe the state more than 13 billion hryvnias taxes. This is proven by the data of the STS received at the Opdendatabot request.
It is noted that a third of this increase (especially 213 thousand entrepreneurs) collapsed in March 2022.
Most new debtors have appeared in the first year of a full -scale war. Then their number increased by 1.6 times. Advancement fell in March: +31% per month.
Next year, entrepreneurs will adapt to new facts and the increase slows down to 4% each year. However, in 2024 the situation worsened again, and new owners over the year became 16%.
At the beginning of this year, 42,282 entrepreneurs were burdened by tax debts – +3.3%. However, in the following months, the FLP killed their debts, so at the beginning of May the increase cost 2% or 24,275 entrepreneurs.
According to analysts, nearly 6 billion hryvnias has increased the total FLP tax debt since the beginning of an entire war – almost double.
In particular, 30 million hryvnias from these debts for FLP payers of the single taxes of the 1 -2 -2 -Group. Generally, 3145 entrepreneurs in the Armed Forces of Ukraine rank for April of this year’s tax debt for paying a tax and military fee.
Analysts mentioned that the true number of mobilized tax -debt entrepreneurs are impossible to calculate. From the beginning of a full -scale war, it is impossible to check FLP tax debt, since this data has closed this data, it is considered critical.
Remember that in Ukraine in January-April of 2025 81,928 individual entrepreneurs opened, 9% less than the same period last year.
