According to the agency, oil and gas revenues last month reached 512.7 billion rubles compared to 793.7 billion rubles in May 2024 and 1.09 trillion rubles in April this year.
If you do not consider the tax additional income, the income in May is reduced by 86.7 billion rubles or 14.5% compared to April.

The Ministry of Finance of the Russian Federation explained the decline in revenue at the simultaneous collapse of oil prices and ruble strengthening. In May, Russian oil prices fell to 4 195 rubles per barrel – this was the lowest indicator from April 2023 and 38% less than the price laid on the Budget of the Russian Federation for 2025.
Also, the May Urals oil price for taxes is 21% lower than the updated assessment of the Ministry of Finance of the Russian Federation for this year.
By the end of April, the Russian government changed the budget for 2025 and reduced income forecasting from energy sale by nearly 25% – from 10.94 trillion rubles to 8.32 trillion. According to the old plan, 1.8 trillion rubles will be sent to the National Welfare Fund of the Russian Federation, but even the main revenue level of 9.1 trillion will not be provided.
Accordingly, the Ministry of Finance of the Russian Federation will continue to use funds from the Federal Tax Service to cover budget deficiency.
