Purchase fertilizer responsible for agro-rural returns to enter into controversy, finding new violations.
This Wednesday, the Comptroller of the Republic issued a report following the discovery of irregularities in the third acquisition process urea which is carried out by the hands of the agricultural producer, as in the two previous procedures.
The procurement process now under discussion began last Tuesday, July 12, following the cancellation of a purchase from MF Fertilizers, which failed to fulfill the conditions set for participation in the tender and failed to deliver on time. But what has been discovered now?
Controller points out that the latest audit, conducted from 12 to 15 July, showed that the directive “did not take into account the conditions for the amortization of advances, the submission of anti-corruption affidavits, other penalties and deadlines at the stages of subscription and contractual execution.”
According to the controller, this will jeopardize the execution of the acquisition for public needs, as well as the untimely delivery of fertilizers.
At the subscription stage treaty It was revealed that the period for the above notification of the winning supplier, as well as the period that the supplier will have to provide documents for the execution of the contract, has not been established.
In addition, it is noted that the generated purchase order will be sent by e-mail authorized by the fertilizer supplier, “without specifying the time within which the specified action must be performed.”
It is also stated that “in the event that the supplier wishes to request an advance after the notification of the purchase order, he must submit his request to Agro Rural with an appropriate guarantee for an amount identical to the amount of the requested advance”, which implies that he will not set a deadline that provider request the above advance.
Another point that the Comptroller’s Service found in this procurement is that it was specified that the supplier who won the award must send an anti-corruption affidavit to the administrative department, among other documents, but the attached forms indicate that the signed document must be submitted a Declaration of Commitment to Integrity.
“Having a name different from the one set in the above section can lead to confusion among participants,” they note.
Finally, the Accounts Chamber also notes that Agro-rural asks the contractor to submit an affidavit, but without specifying what type.
