Ukraine’s account chambers have not revealed violations of US help use

In the past three years, Washington has given Kyiv more than $ 30 billion, used in accordance with the signed agreements.

The United States in the period from 2022 to 2024 gave Ukraine more than 30 billion dollars of direct budget support. The funds were used in accordance with the finished agreements. This was reported by the Accounts Chamber of Ukraine based on the results of the audit.

Direct Budget Support Funds from the United States are received by many main agreements:

• Project support for state costs to ensure sustainable public administration in Ukraine (peace in Ukraine) – $ 27.05 billion, of which $ 12.7 billion for pension funds;

• Providing target of multilateral donor cooperation funds (dated April 21, 2022 No. TF0B8350) – $ 1.1 billion.

“The results of the audits, along with the support of the Center for improving the US Government Accountability Office, has confirmed that the financial support provided by the United States has been used well and in accordance with specific purposes,” the report said.

However, the audits have identified several factors, the removal of which will contribute to the future efficiency of the use of funds, the message says. We are talking about:

• the need to improve the internal control of responsible bodies,

• the need to increase the transparency of financial processes,

• Establishing modern mechanisms of validation of social benefits,

• Improving recipients of assistance.

Based on the results of the audit, the administrators of the funds were given many recommendations, according to which:

• In 2024, UAH 14.6 million ($ 500 thousand) was restored to the budget, which, in general, costs 75% of funds paid for medical services to ensure maintenance of staff’s potential to provide medical care;

• By complying with the recommendations of the account rooms, the NSZU Internal Audit Unit revealed the excessive payment of UAH 46.8 million ($ 1.6 million), of which 4.3 million UAH ($ 140 thousand) has been reimbursed.

• The Ministry of Economics has been proven by unlawful people who have received assistance through the proposition program. Reimbursed 122.7 million UAH ($ 4.2 million) of 19 thousand people;

• Special pensions that exceed the maximum size;

• Electronic circulation of documents of recipients of pensions, which went to a permanent residential area abroad, was introduced.
