Former leader National Pensions AuthorityVictor Hugo Montoya considered that the reform of the pension system is necessary, despite the situation with the pandemic and inflation in which the country finds itself.
“The situation is not the best because of what lies ahead and the uncertainty of the economic future of the country and the world, but it is a good effort,” he said.
As a reminder, the government has set up a pension reform commission through Supreme Decree 0821-2022-PCM, the group will be chaired by Prime Minister Aníbal Torres and will consist of technical panels representing the Banking and Insurance Authority. and AFP (SBS), as well as Central Reserve Bank (BKR), among others.
The said team will have a first period of six months, but how to ensure that its work is not politicized, given that it is not headed by the Ministry of Economy and Finance and representatives of the AFP or the UNP, was also not considered.
Prior to this working group, three others were formed, Montoya said, which also did not consider said fund managers; however, for a former official, his active participation is necessary, but he must also be integrated into special pension schemes such as the Military Police Fund.
What is expected from the working group?
Victor Montoya explained that the working group will have to prepare a preliminary diagnosis, which will be evaluated Congress in future.
“The (difficulty) will be to measure the impact of changes in the pension system: retirement, new rules and economic forecasting of GDP growth and investment, success depends on all of this, and a very important issue is the labor market in the future,” said he.
Despite this, Montoya believes that there are high hopes for the working group because, although the MEF does not lead it, it has political support from the Council of Ministers, and it will also include the head of the economy portfolio. “Minister Graham is an expert in pension matters and therefore the MEF will provide important support along with SBS and BCR, SO there is optimism in his work.”, he pointed out.
