Accepting $50 billion from Russian assets: Zelensky signs the law

Ukraine will return the allocated loan to its Western partners only if reparations are paid from Russia.

President Vladimir Zelensky signed a law on the conditions for Ukraine to receive a $50 billion loan from the G7 countries. Kyiv will return this money to its partners only if reparations are paid from Russia. This is confirmed by bill No. 12232.

The law introduces a new concept – “interrelated debt obligations”, which is related to the limited rights of creditors to demand the return of such state obligations.

The document establishes that the debt currency amounting to $50 billion will not be considered the national debt of Ukraine. Ukraine will not repay this debt until Russia pays reparations.

The European Union, along with the G7 countries, decided in October 2024 to collectively provide loans of up to 45 billion euros (about $50 billion) to support Ukraine’s immediate budget, military and recovery needs.
The loans will be serviced and repaid using future proceeds from the fixed assets of the Russian central bank.

As you know, on December 3, the Verkhovna Rada made changes to the Budget Code to make it possible to receive $50 billion from the G7 countries for Russian assets.
