The signatories noted that businesses have adapted to the current reservation system, which allows large businesses that pay high official wages and provide tax breaks to receive mission-critical status so that they are allowed to reserve up to 50% of their active duty workers.
“The current reservation system is not perfect and contains some shortcomings that make it possible to give the status of a critical business to companies that, in fact, are not so, first of all, we are talking about the possibility that obtain such a status by the decision of the local state administrations (military administrations) And we understand and share the desire of the president to fix things on the reservation of workers But, against the background of the dubious decision of the local authorities, the relevant ministries have completely suspended the reservation process,” said the letter.
Representatives of the associations recalled: the decision to suspend the designation of enterprises as critical for the functioning of the economy and to conduct an audit of the decisions made, according to the published extract from the minutes of the meeting of government, is not concerned with the ministries. . Therefore, at the ministerial level, the mechanism should be restored as soon as possible.
“The procedure for checking the validity and grounds for determining or confirming the status of critical enterprises, as well as the reservation of workers, are carried out by the ministries at a high level. We are convinced that your instructions aims to identify risks and shortcomings for their further elimination, but does not prevent the goal of stopping all reservation processes for truly critical businesses, because this can completely stop the economy and lead with catastrophic consequences,” the signatories emphasized.
The letter emphasizes that the personnel of the Armed Forces of Ukraine with personnel and material support is provided exclusively by the internal capabilities of the Ukrainian economy, therefore it is necessary to maintain the economic and industrial that potential of the state as much as possible.
