In connection with the dissemination of journalistic reports about violations in the process of applying for the purchase of carbamide, the task entrusted to Rural Agricultural Productive Development Program (Agriculture)The Ministry of Agrarian Development and Irrigation (Midagri) asked the sector prosecutor to convict the perpetrators.
The statement notes that the sector minister, Andres Alencastreconfirms the firm and unwavering commitment of the new administration of the sector to implement a transparent and clean procurement process that meets the requirements and technical specifications.
Thus, this fertilizer will be available as soon as possible to comply with the agricultural calendar of the 2022-2023 campaign.
“The minister has addressed the Prosecutor General’s Office with a request Midagri to formulate complaints to the Public Ministry against all responsible officials who participated in the call for the purchase of urea and motivated the intervention of the controller through the Internal Control Service of the Ministry,” the document states.
The statement also emphasizes that the Minister Andres Alencastretook the oath of office as Minister of State on Monday, June 7, just when the relevant officials are in the midst of the process of the second call for the purchase of Agro Rural fertilizers.
They add that on June 13 this year, by Official Letter No. 1130-2022-MIDAGRI/SG to Agro Rural, the Minister requested a detailed and documented report from Roger Huamaní, Executive Director of Agro Rural on the process of evaluating and selecting an international company to purchase urea.
“On the same day, by Official Letter No. 1131-2022-MIDAGRI/SG, the Minister asked the Internal Control Authority (OCI) of Agro Rural to take immediate action to protect the interests of the state in accordance with the principles of the state order, after becoming aware of journalistic reports of alleged violations in the process of evaluation and selection when purchasing the specified fertilizer,” the message says.
Corrective measures in Agro Rural
In this regard, it was reported that the Comptroller General of the Republic, in his monitoring visit report No. 018-2022-OCI/5741-SVC on June 20, submitted to the Ministry and Rural Agriculture a number of comments on the selection process for the acquisition and distribution of urea, referring to two companies, deemed suitable.
“Further, as part of the ministry’s transparency policy, the Minister, in an official letter No. 078-2022-MIDAGRI/DM, informed the Comptroller Nelson Shak that he ordered corrective measures to be taken immediately in Agro Rural regarding the purchase of urea under PE No. 013-2022.
Thus, by Ministerial Decree No. 0274-2022-MIDAGRI of June 23, the Minister of the Sector canceled the appointment of Rogelio Javier Huamani Carbajal as Executive Director Agricultural Development Program.
It is also mentioned that for the success of the new procurement process, Midagri has established a dedicated team of consultants and technicians to meet the fertilizer procurement schedule with efficiency, effectiveness and transparency.
