The equality of tariffs of Ukrzaliznytsia contradicts all the principles of a healthy market economy, the federation said.
Transporting ore by rail is cheaper than transporting grain. Hence the tariffs Ukrzaliznytsia for their transportation must be different. This was stated by the General Director of the Federation of Transport Employers of Ukraine (FRTU) Vladimir Gusak, reports Interfax-Ukraine on Tuesday, September 17th.
“In Ukraine, there is a transport tax that car owners pay Now imagine that tomorrow everyone will have to pay this tax, including those who do not have a car, they will probably be shocked and angry if this happens exactly if how do mineral carriers feel – when they are offered to pay the same tariff as grain farmers,” said Gusak.
In his opinion, the equal tariff Ukrzaliznytsia illogical and contrary to all the principles of a healthy market economy, which is guided only by the principle: you pay for what you use. After all, ore exporters do not use even a tenth of the infrastructure that farmers need for transportation, and UZ’s fuel consumption for transporting a ton of ore is significantly lower than the average for a ton of grain.
Vladimir Gusak recalled that farmers used so-called prefabricated trains to transport grain – at first a small locomotive transported several cars from loading stations to prefabricated stations, then in a group – at the sorting station. There the train is reshaped, and a new group is taken to the next marshalling yard.
“Until the last station, the car can change several trains and trains; which are generated by the plant towards the main locomotive at a particular station – and go straight to this station,” he explained.
He emphasized that the transportation of 10 million tons of ore on routes compared to 10 million tons of grain on consolidated trains Ukrzaliznytsia uses 22 times fewer train stations, five times fewer railroads.
“Therefore, a logical question really arises: why should mineral carriers pay for services that they do not use. and all?”, said the expert.
He recalled that Ukraine was striving to gain membership in the EU. But for this you have to follow its norms and laws.
“Equality for all” is a concept we are trying to eradicate. The management of Ukrzaliznytsia must recalculate which shipments are considered “unprofitable”. And do not manipulate the data – especially if the manipulation errors are visible to the eye,” concluded Gusak.
Earlier, the Federation of Transport Employers of Ukraine appealed to Prime Minister Denis Shmygal about tariffs Ukrzaliznytsia. They believe that by optimizing UZ costs, it is possible to reduce freight tariffs by 20% of the current level.
We remind you that at Ukrzaliznytsia said that they earned more than 3 billion Hryvnia in six months, but in July and August the company faced a loss in the range of 600-700 million Hryvnia per month.
