At the end of August, the general fund of the state budget of Ukraine received about $8.4 billion in external financing. The Ministry of Finance announced this on Friday, August 30.
It noted that $5.5 billion was grants, and $2.9 billion was exceptional financing. Thus, more than 65% of the funds raised were received on a non-refundable basis.
Donors in August include:

EU – $4.5 billion (concessional financing, grants);

USA – $3.9 billion (grant).
Funds from the EU are the first regular tranche (disbursed when conditions are met) under the Ukraine Facility instrument. Financing consists of a loan – $2.9 billion, a grant – $1.6 billion.
Ukraine received a grant from the United States through the World Bank PEACE project in Ukraine. The funds have a designated purpose and are used for the salaries of teachers, employees of the State Emergency Service, employees of government bodies, and priority social expenses.
The Ministry of Finance noted that since the beginning of 2024, external financing has reached $24.5 billion, of which $6.6 billion are grants. Aid since the beginning of the war – $98 billion.
“International support is aimed at financing priority social expenditures of the State Budget of Ukraine, while the Ministry of Finance directs all internal resources to the security and defense sector,” the statement said.
We remind you that the Ministry of Finance has assessed Ukraine’s needs for additional money for 2025. We are talking about an amount that could be $15 billion.
