Ukraine needs to accelerate the construction of new wind power plants (WPPs). This is the fastest way to reduce the power shortage in the power grid caused by Russian shelling. Alexander Selishchev, CEO of the energy company DTEK Renewables, wrote about this on his blog.
“In the near and medium term, the best way to catch up is to build wind,” he said.
According to Selishchev, the construction period for the wind farm is one year. According to the Ukrainian Wind Energy Association, 4-5 GW can be built in Ukraine in the coming years.
At the same time, in his opinion, measures should be taken that can accelerate the start of wind farm construction by investors. In particular, Selishchev points out that it is necessary to create a mechanism of corporate PPA (long-term agreement for the purchase and sale of green electricity by private companies).
“Producers of electricity from renewable energy sources will not be able to attract international money, because there is no guaranteed price for the sale of electricity for a long time, conditionally – for 10 years. It is easier to do this when banks see that the renewable energy project, after commissioning, will have a certain profitability for a certain period under the contract,” said the top manager.
In addition, he considers the introduction of an investment insurance mechanism as an important operational step.
“The state has launched an insurance mechanism with a limited amount – up to UAH 200 million for new projects, however, solving the issue of lack of energy capacity requires large limits, because billions should to invest,” emphasized Selishchev.
In addition, an important issue is overcoming the problem of debts to the producers of “green” electricity, because now mainly the companies that are already represented in the Ukrainian market and understand the route for the implementation of projects are ready to build wind farms.
Let’s remember that at the height of the war, DTEK built the Tiligul wind power plant in the Nikolaev region with a capacity of 114 MW, 100 km from the combat zone. It is the first wind farm in the world built during the war. It was later learned that the Tiligul wind farm was planned to be expanded.
And in June it was reported that DTEK was preparing for the construction of a wind power plant in the Poltava region. The company is negotiating land plots to accommodate five 330kV substations and wind turbines.
