The quota for Ukrainian oats is set at 4,000 tons. It will be available again from January 1, 2025.
The European Union has returned duties on Ukrainian oats since June 19 for exceeding quotas. The customs duties will be in effect until June 5, 2025. The Directorate General of Agriculture and Rural Development reported this.
Duty-free trade regulations for Ukraine, which began on June 6, provide an “emergency braking” mechanism for certain products, including oats.
It automatically applies if the volume of imports reaches the average annual imports recorded between July 1, 2021 and December 31, 2023. For oats this figure is 2440 tons.
Once this volume is reached, the European Commission sets a tariff quota within 14 days in accordance with the free trade agreement. The oat quota is set at 4,000 tons.
Since imports have already exceeded this volume since the beginning of 2024, most favored duties (MFN) are imposed until the end of 2024. The quota will be available again from January 1, 2025.
In addition to the EU, Ukraine exports oats to several countries around the world: India, Iraq, Libya, Morocco, South Africa, Switzerland, Turkey, Vietnam and others.
Let’s recall that in May the European Union finally approved a “trade visa-free regime” for Ukraine. At the same time, the Europeans agreed to a stricter protection mechanism in case of violations of the EU market. Additional protection measures may be applied to goods such as eggs, poultry, sugar, oats, corn, cereals and honey.
The Council of the European Union also approved duties on grains and oilseeds from Russia and Belarus.
