The total amount of identified shortcomings and violations in the use of property and funds of enterprises is more than UAH 330 million.
The state monopolist, State Enterprise Ukrspirt, has completely stopped its production activities since April 2023 and has a multimillion-dollar overdue debt to the state budget and other creditors. This is confirmed by the results of the financial audit of the State Audit Service.
In 2020, demonopolization and reform of the alcohol industry began. It is expected that the state budget will receive about 5 billion UAH. The privatization of the premises of production activities (LPP) and alcohol storage of the State Enterprise Ukrspirt should be completed in 2021.
As of April 1, 2024, eight enterprises included in Ukrspirt State Enterprise remain non-privatized, as a result of which the State Enterprise did not receive UAH 95.7 million of the planned income from privatization (the book value of the property, which must have been paid for separately by the auction winner). In addition, the company incurred more than UAH 70 million in additional costs for maintaining non-operating businesses and loss of assets worth UAH 5.2 million.
These factors caused the State Enterprise Ukrspirt to be unable to pay its overdue debt to the state budget and other creditors by the end of 2023.
Also, as a result of the ineffective management decisions of the former management of the State Enterprise Ukrspirt regarding the untimely implementation of the decision of the Antimonopoly Committee of Ukraine, the enterprise incurred non-productive costs for the payment of accrued penalties in amount UAH 33 million.

The State Audit Service stated that the failure of the State Enterprise Ukrspirt to fulfill its obligations to the budget and contractors (due to the lack of working capital) will lead to additional costs due to the payment of penalties in the amount of UAH 29.3 million and in the event that the courts make decisions in favor of the plaintiffs in other matters – in the amount of UAH 8.4 million.
