“We understand that in any case, this year, with the intensity of the conflict that we have now, we will have to make decisions on additional funding for our Security and Defense Forces. Of course, additional funding will be needed,” he said.
The head of government added that he was not sure if the volume of additional financing called for by various experts would be needed.
“When we were planning the budget of the Ministry of Defense and Security and Defense Forces, we calculated how the issue of mobilization moves and the issue of defense operations, offensive operations. I will focus more on the needs and capabilities of our internal production,” said Shmygal.
According to him, our enterprises are now strongly developing their capabilities for the production of military equipment and ammunition.
“We need funds for these things, and now we are actively looking for them together with the Ministry of Defense, the Ministry of Strategic Industry, we are looking at instruments of state guarantees. We are working with partners to attract (funds, – ed.),” Shmygal said.
He recalled that the UK gave Ukraine 3.5 billion pounds sterling for the acquisition of military defense. This is earmarked money that cannot be used for other programs.
“This is one of the main sources from which we can create joint ventures with the British and develop them,” the prime minister emphasized.
In addition, according to him, there are agreements with the Italian government agency to allocate 1.5 billion euros to Ukraine. And the United States will allocate $3 billion for defense purchases for Ukraine.
“That is, we have an internal resource and a large external resource, which is not considered in the budget, but it exists. We can use it and now we are looking at how we can use all these things, including guarantees of the state of Ukraine, to revive and strengthen the production of weapons, equipment, and ammunition in the Ukrainian market,” Shmygal summarized.
We remind you that on November 9, the Verkhovna Rada adopted the state budget for 2024 with revenues of 1.768 trillion hryvnias and expenses of 3.35 trillion hryvnias. Almost 50% of the costs are for the defense and security of Ukraine. Thus, more than 1 trillion is provided for the needs of the Ministry of Defense. 164 billion hryvnias.
It is also reported that by 2024, additional financial costs for mobilization and additional weapons may reach 700 billion hryvnias.
