The document resolves the problem that the State Antimonopoly Service counts the income of defense enterprises as state damage.
The Council generally adopted the draft law No. 10454 on the inclusion of the revenues of businesses working to meet security and defense needs in the price of goods and services provided. The document was supported by 259 representatives of the people. MP Yaroslav Zheleznyak announced this on his Telegram channel on Thursday, February 19.
The bill solves the problem that the State Audit Service (SASU) considers the income of defense enterprises as state damage, the citizen’s representative explained.
The law will take effect after it is signed by the president and officially published.
“Today’s decision is an important result of our meetings with businesses to put pressure on them from law enforcement agencies and hinder effective work,” Zheleznyak said.
The adopted document provides:

in the case of procurement of goods, works and services for security and defense needs through a non-competitive procedure or no procurement procedure, the profit level cannot exceed the profit limit established by the government.

for cases where the revenue level has not been fixed by the government, the price shall be determined in accordance with the offer of the contractor, taking into account the profit of such contractor.
“The above criteria apply to all government contracts for defense procurement concluded under a non-competitive procedure or no procedure for the entire period of martial law. That is, the law has a retrospective direction , which allows law enforcement agencies to close cases initiated earlier due to the inconsistency of the regulatory field,” they told the department.
As already written, Spain announced the imminent transfer of a batch of M113 and other equipment to Ukraine. Two of the armored vehicles were converted into ambulances.
