The Ministry of Energy is considering the development of the Khmelnitsky NPP as compensation for the capacity of the temporarily occupied Zaporozhye NPP, explained German Galushchenko.
This year, the construction of four more power units at the Khmelnytsky NPP will begin. As a result, this station will be the most powerful in Europe. Energy Minister German Galushchenko said this in a telethon on Monday, January 29.

“With the power that the six reactors at the Khmelnitsky NPP can produce, it will be the largest in Europe and even larger in power than the Zaporozhye NPP,” he said.
The minister recalled that the construction of the 3rd and 4th KhNPP power units had been planned for a long time. And now the readiness of the 3rd power unit is quite high. It can be completed in about 2.5 years.
“We look at this as a mechanism to compensate for the capacity of the occupied Zaporozhye nuclear power plant. We understand that we will definitely return this station, it is a matter of time. Another question is in what condition we will return it and if we will be able to do it immediately,” he said.
Galushchenko also recalled that Ukraine is closely cooperating with the American company Westinghouse on two projects: the construction of the 3rd and 4th units using the “old” VVER-1000 technology, as well as the construction of two more reactor of the new AP1000 type, which is not in Ukraine, has not yet been used in Europe.
Let’s recall that in December 2023, Ukraine entered into an agreement to purchase equipment for power unit No. 5 of Khmelnytsky NPP from Westinghouse Electric Company, which will be built using American AP1000 technology.
Later, Energoatom announced the cost of the reactor for the new power unit at KhNPP. Moreover, the contract with Westinghouse is classified as a “Trade Secret”.
