The government, in compliance with Ukrainian law, limited the sale of cigarettes and alcohol in duty-free shops during martial law.
Duty Free shops can sell two packs of foreign cigarettes and two liters of alcohol per person per day. The corresponding decision was made by the Cabinet of Ministers at a meeting on January 19, the press service of the Ministry of Finance reported.
“The Cabinet of Ministers has made a decision to eliminate the tax evasion scheme for the sale of tobacco products and alcoholic beverages in Duty Free shops,” the statement said.
The government’s decision provides for the introduction, during a state of war, of effective control over compliance with restrictions on the sale of tobacco products and alcoholic beverages by Duty Free shops to one person per day (approximately two packs of foreign cigarettes and two liters of alcohol).
A procedure was introduced for the exchange of information between the State Border Service, the State Border Guard Service, the State Customs Service and Duty Free shops to identify buyers of alcoholic beverages and products tobacco
Let’s recall that in August 2023, the Verkhovna Rada voted for a temporary ban on the sale of Ukrainian cigarettes in Duty Free shops and the introduction of limits on the sale of other cigarettes and alcohol per person.
The law stipulates that during martial law, Duty Free is prohibited from selling more than two packs of cigarettes and one liter of hard liquor per day per person – and only with a passport. For alcohol with an alcohol content of up to 22%, the limit is two liters.
For exceeding the established limits, fines are introduced in the amount of 800 to 1,000 thousand rubles (13,600-17,000 UAH).
