The Ministry of Energy of Ukraine ordered the participants of the electricity market and Ukrenergo to take measures to reduce the mutual debt that arose between January 2020 and November 2023. This was stated in the order of the ministry.

“The operator of the transmission system (Ukrenero – ed.) together with the participants of the electricity market to take measures to reduce the mutual debt for January 2020 – November 2023, under the agreements on the settlement of imbalances of electric energy and participation agreements in balancing the market through crediting counter homogeneous claims,” it said in the document.
In this case, it is recommended to carry out the “registration of counter homogeneous claims, in which to conclude and sign the appropriate agreements (acts) with the operator of the transmission system.”
It was also reported that Ukrenergo must ensure the implementation of measures to reduce its debt to electricity market participants for January 2020 – November 2023, under agreements for the provision of auxiliary services for frequency and active regulation of electricity, under agreements for the provision of auxiliary services. (to ensure regulation of frequency and active capacity in UES of Ukraine).
The order is valid until April 30, 2024, and until this time, Ukrenergo is obliged to report monthly to the Ministry of Energy and the National Commission for State Regulation of Energy and Utilities (NEURC) about the implementation of this order and debt reduction.
Let’s recall that in November 2023, President Vladimir Zelensky approved the decision of the National Security and Defense Council on measures to increase the stability of the energy system. Among them, the issue of debts was given the highest priority for resolution by the Cabinet of Ministers within a month.
According to Ukrenergo, the debts of market participants here are about 60 billion Hryvnia, while the transmission system operator itself owes energy companies about 50 billion Hryvnia.
