The main revenue items are personal income tax, single tax, land fees and excise tax.
In 2023, the general fund of local budgets received UAH 441.9 billion, which is UAH 43.8 billion, or 11%, more than in 2022. The press service of the Ministry of Finance reported this on Monday, January 8.
“Thanks to the rapid adaptation to martial law, businesses, state authorities and local governments managed to ensure an increase in the revenues of the general fund of local budgets by 11% compared to 2022,” said the department.
The main revenue items (excluding interbudgetary transfers) in 2023 are personal income tax (NDFL) – UAH 289.4 billion, single tax – UAH 55.8 billion, land payment – UAH 34.5 billion and excise tax – UAH 22.4 billion.
Another UAH 14.5 billion came from income tax and UAH 9.1 billion from real estate tax.
In the context of the region, the largest increase in the revenues of the general fund of local budgets by 2022 was recorded in the regions of Kiev (+26%), Cherkassy (+20.8%), Transcarpathian (+17.5%) and Rivne (+16.2% ), as well as in Kyiv (+17.6%). The Ministry of Finance believes this is due to the migration of IDPs and businesses to these territories.
At the same time, the worst dynamics are in regions where active hostilities continue or where territories are temporarily occupied – in Donetsk, Zaporozhye, Lugansk and Kherson.
Let’s recall that on November 8, 2023, the Verkhovna Rada adopted a bill on redirecting the war tax on personal income (NDFL) from local budgets to the state budget. On November 17, President Vladimir Zelensky signed the corresponding law.
