Resuming business inspections is one of the IMF’s two main requirements for Ukraine to receive the third tranche of credit assistance.
President Vladimir Zelensky on Wednesday, December 6, signed a law lifting the moratorium on tax audits. This is stated in the draft law card No. 10016-d on the website of the Verkhovna Rada.
According to the document, those who pay for 2021 can be included in the scheduled documentary inspections:

had twice as many accounts receivable as accounts payable;

had a profit tax payment rate of less than 50% for industry and VAT of less than 50% for industry;
-
annual income is more than 10 million hryvnia, while the total cost of expenses is more than 75% of annual income.
The bill does not return checks for individual entrepreneurs of the first and second groups and businesses in occupied territories or territories where hostilities are taking place. The moratorium on inspections of individual entrepreneurs of the first and second groups will be maintained until December 2024.
The inspections opened by Bill No. 8401 from August 2023, such as tobacco, gasoline, alcohol, gambling and financial service providers, remains a priority.
The adoption of bill No. 10016-d is one of the structural beacons within the framework of cooperation with the International Monetary Fund.
The law will take effect one day after publication, despite the fact that parliament voted to continue the checks on December 1.
