The regulator is moving in the direction of liberalization and, ultimately, the elimination of price limits altogether, explained the National Regulatory Commission of the Republic of Ukraine.
The National Commission that carries out state regulation in the field of energy and utilities (NCREKU) has established a new maximum maximum price for electricity (price caps – ed.) on the next day (DAM) and intraday market (IDM) ). The corresponding decision was made in a meeting on Thursday, November 9.
In particular, NEURC has divided the day into four time zones, where the following maximum prices for DAM and VSR will apply:

for minimum load hours (from 23:00 to 7:00) – 3000 UAH/MWh;

for average load time (from 7:00 to 8:00, from 11:00 to 17:00) – 5600 UAH/MWh;

for high load hours (from 8:00 to 11:00) – 6900 UAH/MWh;
-
for maximum loading (from 17:00 to 23:00) – 7500 UAH/MWh.
At the same time, the price cap for 22:00-23:00 is set at 7,500 UAH/MWh at the proposal of commission member Valery Tarasyuk. It was originally planned that the price cap of 5,600 UAH/MWh would take effect at this time.
According to Tarasyuk, the commission is moving towards market liberalization, and “the reduction of price caps is wrong from any point of view,” in particular, it does not create economic conditions for systems of energy conservation. He noted that the price cap level of 5,600 UAH/MWh will be significantly lower than the current level of 7,200 UAH/MWh.
“We must be consistent, and so that market participants understand us for the future. We are moving towards liberalization and eventually towards the complete elimination of price limits,” said Tarasyuk and added that the regulator has to work to ensure that competition in the energy market creates a market price.
At the proposal of the head of NEURC Konstantin Ushchapovsky, the commission agreed to introduce new price caps from November 30 to allow the market to prepare. Previously, it was planned to be introduced to them on November 10.
We remind you that this week President Vladimir Zelensky recommended that NEURC bring price limits into compliance. The regulator is also recommended to work on issues of ensuring economic conditions for attracting imports of electrical energy in the winter.
